Location:
 
Work under this effort shall primarily be performed conus at the Government-supplied location in the WashingtonD.C. local commuting area. Work may also be performed at other Government-directed locations other CONUS and OCONUS locations as required.
 
OCONUS locations include but not be limited to the Middle East Region but linguist must be available for work at any of the established Intelligence Community facilities worldwide and may be required to work at various locations, as mission dictates. 
 
Clearance Level: Minimum Full SECRET clearance. Must pass a CI Polygraph and extensive CI Interview.
Duration:3 years.Deployments normally will be for 60-120 day periods.
 
Job Description:
We need linguists to support the National Media Exploitation Center (NMEC) and its scope of operational responsibilities, providing linguist translation and transcription, media and document exploitation, and related intelligence operations program support, including management of the personnel and related functions.
 
The NMEC provides strategic document and media exploitation support to the Intelligence Community (IC), Law Enforcement Community, and Department of Defense (DoD), in CONUS and OCONUS locations worldwide. Personnel assigned to the NMEC may be required to provide support in deployed locations at any of the supported theaters of operations. The NMEC process includes but is not limited to the receipt, forensic processing, screening/gisting, translation, reporting and archiving of foreign documents and media, and may include preparation for or analysis of such media. Media is comprised of hand-written documents and electronically-produced text, video, audio, and images of all types. The Deployable HARMONY DOCEX Suite (DHDS) currently is used to process, store, retrieve, and disseminate digitized documents and media. All linguists shall be able and willing to review raw, unfiltered media,
including media containing objectionable material. Objectionable material may include offensive, violent or disturbing images including pornography.
 
Required Skills:
 
a.       Ability to conduct and prepare accurate written gists, translations, and/or transcriptions, of general and technical material, consisting of hand or type written, audio, and/or video language material and documents in hard copy and electronic formats, using correct syntax and expression from and to the specific foreign language and in English, in a manner that maintains the integrity and meaning of the material.
 
b.      Ability to write and speak in clear and concise grammar and pronunciation in the specific foreign language and in English at levels equivalent to the target material or at the minimum required level 3/3.
 
c.       Ability to quickly scan and process a large amount of material, utilizing the specific foreign language, for critical and essential elements of information.
 
d.      Ability to provide input to media exploitation team members in, the production of written reports developed from target material utilizing the specific foreign language, such as provide a gist (summarization of key points), summary, transcript or written translation of the material.
 
e.       Possess technical automated information system skills, such as word processing and data entry, to be used in conjunction with written translations, the ability to use advanced language software programs, and the ability to participate in forensic processing.
 
f.        Linguists may be required to attend specified Government directed training for different mission related computer systems, current events, cultural awareness, DOCEX and MEDEX processes and procedures, and any other mission related knowledge or skills that the Government determines that the contractors will require to perform work under this contract.
 
Linguists Operations:
 
At present linguists may be organized into teams in accordance with the following framework:
 
a.    Triage Team. The more experienced linguists who possess the requisite language skills, analytical skills, and computer systems aptitude may, after a sufficient period of orientation and familiarization with project activities, be assigned to triage duties. This team is responsible for first phase screening of data and notifying liaison analysts and management of important items. The Triage team is also responsible for managing the workflow assignment process and coordinating with interagency and other Directorate personnel on the submission of new data into the workflow process. The triage team normally will consist of the most experienced and knowledgeable linguists. The Contractor Floor Manager shall have the authority to identify individuals with the requisite leadership and skills as triage team members, and shall coordinate with the Government to utilize these individuals in the identified areas.
 
b.   Screening Team. Linguists on this team will Gist and Translate media identified by Triage. They will also assign metadata and prepare finished products for uploading into national databases. Screeners may be organized in teams with one screener designated by the Contractor Floor Manager as team leader.
 
c.    Quality Control. Linguists who possess the aptitude, language skills and the requisite attention to detail may, after a sufficient period of orientation and familiarization with project activities, be assigned to review completed screener gists for security and substance, and editorial approval prior to records being uploaded into national databases. QC Linguists shall be identified by the Contractor Floor Manager.
 
d.   Team Leaders. Team leaders are responsible for coordinating assigned project tasks, relaying management requirements to their teams, training team members, and other related tasks as assigned. The Contractor Floor Manager shall have the authority to identify individuals with the requisite leadership and skills as team leaders and shall coordinate with the Government to utilize these individuals in the identified areas.
 
e.    Workflow Coordinators. Workflow Coordinators ensure the efficient flow of processed media through the exploitation process. Workflow Coordinators create, maintain, and track project batch entries in Deployable Harmony Docex Suite (DHDS). They import, assign, and ensure the timely completion of all batches, and are also responsible for accurately recording and maintaining all metadata associated with processed media. Additionally, Workflow Coordinators receive, assign, and ensure the completion of translation requests, reconcile conflicts in priority between partner agencies, act as a liaison between NMEC and NVTC, and report on the status of projects to NMEC Management. Additional duties are performed as required.
 
f.     Special Teams. Based upon clearance level, performance and specific knowledge, linguists may be brought together on a temporary basis to work on special projects, such a ,translating audio tapes or reviewing specialized documents.
 
g.    Other Functions. Personnel may perform other support functions to include forensics operations, analysis, extraction, and other functions which may be determined as within mission/operational requirements of the NMEC and its supported entities.
 
The operational structure as described above is representative and subject to change.
 
Deployment Requirements
 
Personnel must be:
 
  1. Willing to deploy to live and work in a potentially hostile environment designated by the U.S. government as an Imminent Danger Zone or Hostile Fire Zone;
  1. Willing to receive Anthrax, Smallpox and other vaccines as required;
  2. Willing and able to live and work under field conditions, to include living and working in temporary facilities (i.e. tents);
  1. Able to function during a level of heightened state of threat, during extended periods of high pressure and stress that may also include hostile fire;
  1. Willing and able to participate in pre-deployment training at a CONUS ReplacementCenter (CRC);
  1. Able to deal unobtrusively with the local populace;
  2. Be familiar with and ability to conduct oneself in accordance with the local culture and customs;
  1. Able to function as an integral member of a team of highly-trained professionals responsible for the safety and security of DIA and/or US Forces personnel and resources;
  1. Able to operate a government furnished vehicle, tactical and nontactical, in support of the Mission.
  1. Willing and able to qualify for and carry a weapon for personal protection, if required by the Government.
k.      Have a valid Tourist passport and be eligible to receive the necessary work/visit Visa's for the deployed location
l.         Be willing to take a Pre-Deployment Medical Examination and Immunization
m.     Possess a valid U.S. Driver’s License
 
 
Work Hours:
 
a.    Hours of Operation: Core NMEC Hours of Operation may vary based on mission requirements. Changes to the operating hours as well as operational days of the week may be required to allow for the greatest flexibility in responding to NMEC mission requirements. While it is anticipated that an average workweek shall be 40 hours, the contractor shall maintain the ability to provide support if needed up to and including on a 7x24 hour basis depending on mission requirements
 
b.   Work Days:  Due to the needs of global operations requiring mission-critical NMEC responsiveness, the contractor personnel shall be prepared to work rotating shifts or two shifts per day if required. The Contractor shall have the capability to provide linguist support services operations for NMEC operations 24/7 as required, and Contractor personnel scheduled for "on-call" duty as required. Work periods beyond normal operating hours, as described above, shall only be authorized by the COR, the Chief, NMEC Office of Operations, and/or the NMEC Director or Deputy Director.
 
c.    OCONUS Work: In deployed locations, Contractor Personnel shall typically be expected to provide services a minimum of 10 hours each day, which may be extended to 12 hours or more, and shall be on-call the remaining hours to support mission requirements. The normal work week historically has been 6 working days per week, however the actual schedule shall be established by the Operational Chief/Element Manager in each Forward location, subject to mission/opstempo requirements.
